xml-coding.el selects an
Emacs coding system from a
<?xml> tag in a .xml file.
<?xml version="1.0" encoding="iso-8859-1" ?>
This code is designed for Emacs 21. Emacs 22 and up has this feature already
and xml-coding.el does nothing there.
xml-coding.el is
free software (free
as in freedom), published under the terms of the
GNU General Public
License (v3 or up). Download version 8 here, or in my
miscbits-el collection:

my key.
